This presentation discusses the problem of bid-rigging in public procurement procedures from competition law and OECD perspectives. Attention is paid to the 2009 OECD Guidelines for Fighting Bid Rigging in Public Procurement, the tools provided and concrete examples of effective tender design and successful collusion detection.

Speaker

Antonio Capobianco is a Senior Competition Law Expert with the, Competition Division of the OECD in Paris, focusing on international cooperation and antitrust law enforcement. He has coordinated several OECD projects, such as the 2009 OECD Guidelines for Fighting Bid Rigging in Public Procurement and the work on international enforcement cooperation. Previously, he worked with the Italian Competition Authority and as competition counsel at WilmerHale LLP in Brussels. He is a regular author and speaker on competition law issues.
