This presentation analyses different ways of becoming service providers. It looks at the public procurement principles and focuses on their application to the SGEIs; it also presents the new legislative proposal for concession contracts. Finally, it examines the circumstances under which State aid control comes into play.

Michael Jürgen Werner is a partner in the antitrust, competition and regulatory practice of the Norton Rose Group. A German-qualified lawyer by background, he is registered with the German, English and Belgian bar. His main areas of practice include EU and international antitrust law, EU public procurement and state aid issues as well as regulatory law. Among his clients are national governments and governmental bodies as well as private companies.
